Barbados and Dominica Sign Landmark Tourism Agreement

Barbados and Dominica have formalised a groundbreaking tourism partnership designed to strengthen regional ties, boost visitor experiences, and unlock new opportunities for sustainable growth.

At the Hilton Barbados Resort during the State of the Tourism Industry Conference (SOTIC), the Barbados Tourism Marketing Inc. (BTMI) and the Discover Dominica Authority (DDA) signed a Memorandum of Understanding (MOU) that paves the way for innovative multi-destination packages and expanded collaboration. The agreement establishes a framework for cooperation in marketing, knowledge sharing, and the development of seamless visitor experiences. This initiative comes at a time when global travellers, particularly from Europe, the UK, the United States, and Latin America, are increasingly drawn to the Caribbean’s diversity and cultural richness.

BTMI’s Chief Executive Officer, Andrea Franklin, and DDA’s CEO and Director, Marva Williams, signed the agreement in the presence of senior officials, including BTMI’s COO Cheryl Carter, Caribbean Director Graham Clarke, and DDA Marketing Executive Lise Cuffy.

Ms. Franklin emphasised that the partnership reflects a shift from competition to collaboration:

“When it comes to attracting airlift to the region, it’s vital that we stop viewing ourselves as individual countries competing for flights. Instead, we must work together to bring more connectivity into the Caribbean. If Barbados serves as the hub, we should channel that connectivity to our sister islands, like Dominica, ensuring all destinations benefit.”

She noted that the agreement is a “stepping stone” that could lead to wider regional partnerships, particularly in areas such as eco-tourism, sports, and sustainability.

Echoing this sentiment, Ms. Williams highlighted the broader economic potential:

“This collaboration is part of a larger conversation, and we look forward to learning from Barbados, which will help build greater awareness and create a ripple effect on GDP and economic opportunities for both our countries.”

The MOU outlines several joint initiatives, including:
• Curated multi-destination packages highlighting eco-adventures, wellness experiences, and cultural attractions.
• Enhanced air and cruise connections to ease island-to-island travel.
• Joint media campaigns and training programmes to raise global visibility.
• Knowledge exchange in sustainable tourism and product innovation.

Both destinations bring distinctive experiences to the table.
Barbados, the “Gem of the Caribbean,” boasts immaculate beaches, world-class festivals such as Crop Over and the Food and Rum Festival, the legendary Mount Gay Rum, and attractions like Harrison’s Cave and the UNESCO-listed Historic Bridgetown and Garrison. Dominica, the “Nature Isle,” offers unmatched eco-tourism with the Boiling Lake in the Morne Trois Pitons National Park, lush rainforests, natural hot springs, and vibrant Creole traditions. It is also renowned for diving, adventure tourism, and its rich Kalinago heritage.

Graham Clarke, BTMI’s Caribbean Director, noted that Caribbean nations have long recognised the value of multi-island tourism.

“Today’s global travellers are seeking value-added experiences and deeper engagement with local communities. This collaboration with the Nature Isle adds a unique dimension to the Barbados tourism product, and we believe Dominica will benefit in the same way.”

A joint working group will oversee the agreement’s implementation, with biannual progress reviews and detailed action plans. Both countries will cover their own implementation costs, while joint projects will be supported by separate funding agreements.

This partnership signals a new era of cooperation in the Caribbean, one that positions Barbados and Dominica as complementary destinations rather than competitors. By pooling resources and highlighting their unique strengths, both islands aim to deliver richer travel experiences and strengthen the Caribbean’s global appeal.
