Minister Duggins: CARIFESTA XV a Platform for Saint Kitts and Nevis to Declare “This Is Who We Are”

St. Kitts and Nevis is preparing to bring the vibrancy, talent, and cultural richness of the Federation to the Caribbean’s biggest stage, CARIFESTA XV. The (usually) biennial Caribbean Festival of Arts, renowned as the region’s premier cultural showcase, will see the twin-island nation represented by a dynamic delegation of artists, performers, and cultural practitioners across multiple disciplines. From visual arts and literary works to fashion, folklore, heritage, and film, the Federation’s contingent is poised to celebrate and share its unique heritage while forging new regional and international connections.

Speaking at a press conference ahead of the Saint Kitts and Nevis delegation’s departure for CARIFESTA XV in Barbados, Minister of the Creative Economy, the Honourable Samal Duggins, said this festival presents the ideal opportunity to stand before the Caribbean and declare, “This is who we are.”

This year’s delegation numbers approximately 80 participants, including artists, artisans, performers, writers, designers, and cultural leaders, which according to Minister Duggins, reflects the full spectrum of the Federation’s cultural life.

Commenting on the inclusion of a youth delegation, Minister Duggins expounded on the importance of their involvement in and exposure to events of this magnitude and described their presence as proof that “our culture and heritage… it’s not just stagnant, it is evolving, it’s alive and it is well.” Young participants, he noted, are not only learning but actively contributing creativity, confidence, and vision to safeguard the nation’s heritage for generations to come. Beyond performance, the Minister highlighted CARIFESTA as a platform for “partnerships, new markets, new audiences, and new inspiration.” He believes that by engaging with the wider Caribbean, the Federation’s artists can exchange ideas, strengthen cultural bonds, and enrich their craft through exposure to diverse perspectives.

This sentiment was endorsed by Director of the Creative Economy, Roberitine Webbe.

Reflecting on the road to CARIFESTA XV, she emphasised the extensive coordination behind the scenes. “Our teams, administrators, and support staff have worked tirelessly to ensure every detail reflects our nation’s excellence, from rehearsals to logistics, exhibitions, and public engagement. This coordination underscores the power of unity, education, our culture, and the private sector working together to represent Saint Kitts and Nevis on regional and international stages.”

According to the Creative Economy Director, one of the most anticipated moments will be Country Night, where all participating artists will unite in a single, immersive production, a vibrant blend of music, dance, storytelling, and visual expression. This showcase, she explained will encapsulate the essence of the Federation’s culture, from exhilarating carnival rhythms to timeless folklore narratives- showing some of the best we have to offer.

Highlighting the professional development opportunities, Webbe noted that many participants will engage in over 100 workshops. “These sessions will develop their creative capacity, expand their professional networks, and inspire new ideas. CARIFESTA is a living example of cultural diplomacy, it connects us, strengthens us, and allows us to learn from each other.”

The Ministry of Tourism and the National Carnival Committee will lead the country booth, promoting national festivals such as the St. Kitts Music Festival and Nevis Culturama, alongside the broader tourism product. Through these efforts, the delegation will merge the creative and economic potential of culture, positioning St. Kitts and Nevis as both a cultural and tourism powerhouse.

Looking ahead, Miss Webbe expressed confidence that participation will have a lasting impact. “CARIFESTA XV will not only give our delegation a platform to perform and exhibit,” she said, “but also opportunities to form meaningful partnerships, expand creative networks, and inspire new ideas that will enrich our cultural landscape at home.”

TWO ISLANDS, ONE CULTURE-RICH COUNTRY- NEVIS WELL-REPRESENTED AT CARIFESTA XV

During his brief contribution at today’s press conference, Jerome Rawlins, CEO of the Nevis Cultural Development Foundation, declared “It’s an exciting time for the creative industry in Saint Kitts and Nevis, an exciting time for what we call the Orange Economy.”

At the heart of Nevis’ delegation is the Honey Bees String Band, a beloved ensemble whose unique sound has been captivating audiences across the Caribbean. Originating in Nevis, their music blends traditional rhythms with a distinctly local flair, creating a soundscape that is both nostalgic and refreshingly original. “This genre is one of the unique genres coming out of Saint Kitts and Nevis, and you don’t see it in too many other islands,” Rawlins noted. “We’re taking them to Barbados to give them more regional and international exposure.”

Alongside the Honey Bees String Band, Nevis will also be represented in steelpan, painting, media, and other art forms, a broad cultural showcase that reflects the island’s vibrant creativity. Rawlins underscored the NCDF’s role as the driving force behind Nevis’ CARIFESTA operations, working in partnership with the Nevis Island Administration, which has fully funded the island’s participation.

“The excitement is real,” he added. “People are happy to see the Saint Kitts and Nevis flag waving, and even more so to see their family and friends down there representing the Federation.”

As Saint Kitts and Nevis prepares to take its place among 25 participating countries at CARIFESTA XV, nationals at home and across the diaspora are encouraged to rally behind the delegation representing our beloved twin-island Federation. From August 22 to 31 in Barbados, our artists, performers, writers and cultural practitioners will stand shoulder to shoulder with their Caribbean counterparts, showcasing the rich cultural heritage, creativity, and the wealth of creativity that define us.
